Actually, Chile’s economy under Pinochet grew slightly more than the Latin American average. I know it’s not a great standard to be measured by, but still. Most of the time it grew at a speedy pace, but it had a couple horrible recessions (horrible as in, the economy shrank by 10% or more), which possibly doesn’t speak too well of the thing they were trying.
He brought the Chicago Boyz in about 1980 and they quickly collapsed the economy in one of the worst recessions in Chilean history. The rest of his term, with the “great economic growth” consisted of simply climbing out of that recession.
I’m not too wild about economic growth per se. Neoliberalism can produce pretty good economic growth but so what? In general, all of it goes to the top 20% and the bottom 80% tends to lose out.
To me, that’s not an acceptable outcome.

He is Uruguayan that posts about life in Uruguay. Reading this entry and the comments below is very enlightening. It is one of the best off places in Latin America, yet there is much to complain about. It sounds to me like liberal’s paradise. Stifling bureaucracy where it’s difficult to fire anyone. Little accountability, no job creation, no innovation, services suck and are overpriced, basic things we take for granted like electronics are so heavily taxed nobody can afford them(my Chilean friends were recently staying with me up here and they were loading up on clothes and electronics because the same shit would cost them double down there). What private services do exist have little competition, it’s difficult to start a business, etc etc.
Latin America doesn’t need more bureaucracy and red tape. It needs innovation, business, jobs and wage growth. It needs a more business friendly environment. As it currently stands, Uruguay’s two biggest industries are agriculture and government.
The problem may also be cultural, as the blogger notes, there is that attitude of “es lo que hay” (it is what it is) with regards to the problems of their country. Not just Uruguay but you will find that widespread in Latin America. If buses never run on time and corrupt government employees are never fired, “hey, it is what it is, what do you expect anyone to do about it?” Latin America’s poverty may be the result of neither neoliberalism or socialism per se. Maybe for cultural reasons, they are just not capable at this point in time of creating either large middle class via free markets or an efficient socialism such as Scandinavia. So blaming one or the other may make little sense. Same with many third world countries. If it’s free market it’s going to suck. If it’s bureaucratic it’s going to suck. If it’s a mixed economy it’s going to suck.
Think it out and you’ll see that the whole PC business has been the most diabolical scheme ever created to bring down a race in the history of man. That race is us, fools.

They’ve realized our constitutional freedoms like gun ownership and free speech may present a problem, so this time they’ve slowly worked to bake our brains first.
